This study examines how infill development can attract a new population through its newly created, vibrant, mixed-use spaces. The research determined that the two main populations that are moving to downtowns are the “empty nesters” and the “creative class,” so all development should be focused on their needs and desires. Their needs and desires revolve around walkability, density, mixed-use, and open space. It uses Shelbyville, Indiana as its case study.
